2.营业执照;道路运输企业自建非经营性企业监控平台须提供道路运输经营许可证。

第十四条通信信息中心自收到申请材料之日起5个工作日内做出是否受理的决定。不予受理的，应书面告知，并说明理由。
第十五条通信信息中心对申请单位提交的资料按照本规范等有关要求进行资质审核。
在审核过程中发现检测数据不完整或阶段性结论不正确、不符合标准要求的，中止资质审核并告知申请单位。
在审核过程中发现检测报告存在问题的，可要求原检测机构进行整改，直至原检测机构或第三方检测机构出具复检或补充报告。检测机构有义务免费承担车载终端和平台的复
检工作。
在部公示前20个工作日未提交完整的审核资料的申请单位，顺延至下批次进行资质审核。
审核合格的，汇总报交通运输部。

如何实现GPS监控功能要实现GPS监控功能具备GPS终端、传输网络和监控平台三个要素，这三个要素缺一不可。通过这三个要素，组成三层结构的监控系统，应用在车辆调度监控领域，可以提供车辆防盗、反劫、行驶路线监控及呼叫指挥等功能；应用在对人宠物的跟踪领域，可以提供对老人、小孩及宠物的跟踪、老人、小孩遇到突发事件时的求救等功能。GPS监控的三个要素为：GPS终端、监控平台、传输网络等。
GPS终端
GPS终端是GPS监控系统的前端设备，一般隐秘地安装在各种车辆内或佩带在人或宠物身上，GPS终端设备主要由主CPU、GPS模块、GPRS模块、I/O接口及外围电路组成。
监控平台
监控平台是GPS监控的核心，是远程可视指挥和监控管理平台，一旦在车辆上安装GPS监控设备或者在人身上佩带了GPS监控设备，设备上的GPS模块会实时地将车或人的位置信息通过无线网络发送到监控中心，在监控中心的电子地图上可以看到车辆、人或宠物所在的直观位置，监控中心可通过无线网络对车辆、人或宠物进行远程监控，也可对设备进行设置，例如通过下发指令设置上传间隔、远程重启设备等。
传输网络
可使用GPRS无线通信网络或CDMA无线通信网络，也可以使用短信方式进行数据传输。

部标794认证办理难度大不大?
答:新版的交通部运输行业标准其实比原先的老标准还更加严格，增加了不少检测项目。部标794认证主要会测试产品的硬件和软件，也别是软件方面，如果你的产品软件功能不能满足要求的话，那么肯定是过不了这个认证的啊。有些企业送检了大半年都没有通过的我经常听到这样的例子的。所以，部标794过检的难度挺大的。
部标794过检不通过怎么办啊？
如果送检不通过的话需要再现场去整改的。一般都是需要安排的技术人员在现场跟着技术中心一起测试才可以的。在现场需要差不多一个多月的时间。不通过的话需要整改到通过才行，如果反复测试不通过的话就会额外产生费用的。
